Abraham Lincoln: Foreign Affairs



The following is a quote from an excerpt from an article about the Civil War, that were some of the related causes of the assassination of President Abraham Lincoln

A key part of Abraham Lincoln's military strategy rested upon an effective blockade of the South's 3,500 miles of shoreline, including a dozen major ports and nearly two hundred inlets, bays, and navigable rivers. This was an almost impossible task for a nation with only a handful of naval ships. By the war's end, however, Lincoln had commissioned about five hundred ships, with an average of 150 on patrol at any one time. These ships captured or destroyed approximately fifteen hundred blockade runners. On the other hand, five out of six blockade runners evaded capture, enough to allow Britain to argue that it was a "paper blockade" not recognizable by international law. Most of this cargo, however, was lightweight luxury items, small munitions, and medicines. On the export side, the Confederacy shipped but a small percentage of its cash-earning cotton crop abroad during the war, five hundred thousand bales compared to 10 million bales for the three years prior to the start of the Civil War.

Foreign Recognition and Intervention in the War


The issue of the blockade's effectiveness became the major foreign policy question in the first few years of the war. The Confederacy confidently expected England to escort Confederate cotton vessels or to send British merchant and war ships to southern ports to pick up vitally needed cotton. To hasten this active intervention, the Confederacy informally cut off most cotton exports in 1861. Surprisingly, England took no official action to break the blockade and even tolerated the seizure by the Union of British ships trading with the Confederacy. Nor did England ever officially extend diplomatic recognition to the Confederacy.

This is not to say that the failure of England and other European countries officially to support the Confederacy was a foregone conclusion. Nor is it to say that no aid was extended from England to the Confederate war effort. Far from it. At several times during the war, both England and France came close to recognition and to intervention. It took all the skill of America's minister to England, Charles Francis Adams, the grandson of President John Adams and the son of President John Quincy Adams, to keep England out of the war.

Southern Belligerency Status


The first crisis occurred when England issued a proclamation of neutrality, which rested upon the logic of the Union's declared blockade. According to English reasoning, although Lincoln proclaimed the rebels to be insurrectionists and thus not recognizable under international law as a belligerent power engaged in war, his declared blockade was an act of war, which would have to be conducted against a sovereign state. Thus Lincoln had actually granted belligerency status to the Confederacy and thereby forced foreign powers to do the same. By proclaiming neutrality, England afforded the Confederacy the status of a belligerent power. Other European nations followed England's lead. Belligerency status gave the Confederacy the right, according to international law (signed by European nations after the Crimean War in 1856), to contract loans and to purchase arms from neutral nations. It also allowed England to provide safe harbors for both Union and Confederate warships and merchant vessels, to build blockade runners and warships for the Confederacy, and to formally debate in Parliament the merits of active intervention.

The delicacy of the situation exploded into near battle when two Confederate diplomats, James Mason and John Slidell, were seized by the U.S. Navy from a British ship, the Trent, en route to England. England's Prime Minister, Lord Palmerston, sent Lincoln an ultimatum demanding an apology and the release of Mason and Slidell, and ordered troops to Canada in preparation for war. He also seized all English shipments to the U.S., including a vital supply of saltpeter, the principal ingredient of gunpowder, of which the Union was in desperately low supply. Lincoln had little choice but to release Mason and Slidell, although he avoided a public apology. England, greatly relieved, refused to press the issue.

For the remainder of the war, English shipbuilders constructed dozens of lightweight blockade runners for the Confederacy as well as several warships. The C.S.S. Alabama and Florida sunk sixty-four American merchant ships in the course of the war. In France, Louis Napoleon sent thousands of French soldiers into Mexico to overthrow the regime of Benito JuĂ©rez in hopes of making the nation a French colony. He unofficially supported the Confederacy but stopped short of formal recognition. In the summer of 1862, a coalition of European nations—Britain, France, Russia, Austria, and Prussia—came close to offering to mediate the war, which would have been tantamount to recognizing Confederate independence.
In the end, however, no European nation offered mediation nor extended recognition of the Confederacy. Among the reasons undermining active European intervention were several principal considerations. Economically, there were developments that shifted trade relations to emphasize the North's economic ties with Europe. To begin with, huge cotton exports in 1857-1860 had enabled English manufactures to stockpile inventories that carried them through much of the war. Additionally, new sources of cotton in Egypt and India replaced the southern supply after 1862. Furthermore, the Union became a major consumer of British iron, ships, armaments, and woolen uniforms and blankets, which absorbed the decline in the U.S. market for English cotton textiles. At the same time, crop failures in western Europe in 1861 and 1862 increased European dependence on American grain and flour, making King Corn as powerful as King Cotton.
Socially, the open hostility of England's working class to the Confederacy as a nation of aristocrats and slavemasters countered the support for the Confederacy by English members of the upper class. Lincoln's Emancipation Proclamation served to transform British antislavery sentiment into strong political opposition to the Confederacy. On the diplomatic front, there was a delicate balancing act between France and England, as neither side wanted to be the first to recognize Confederate independence lest the other use it to foment a new alliance with the Union.

All of these factors came to play in a series of diplomatic flourishes and sentiment shifts that reflected the battlefield fortunes of Union armies. But nothing was perhaps more consequential than the effect of the Emancipation Proclamation when combined with Lincoln's iron determination to win the war. Once the war became a crusade to destroy slavery, and once the Union Army presented itself as an army of liberation, rather than just an army of national self-preservation, it was almost impossible for England to intervene on the side of the Confederacy. British public opinion had become strongly abolitionist, and no government could have taken the other side."

"The Alabama claims were a diplomatic dispute between the United States and Great Britain that arose out of the U.S. Civil War. The peaceful resolution of these claims 7 years after the war ended set an important precedent for solving serious international disputes through arbitration, and laid the foundation for greatly improved relations between Britain and the United States.
The controversy began when Confederate agents contracted for warships from British boatyards. Disguised as merchant vessels during their construction in order to circumvent British neutrality laws, the craft were actually intended as commerce raiders. The most successful of these cruisers was the Alabama, which was launched on July 29, 1862. It captured 58 Northern merchant ships before it was sunk in June 1864 by a U.S. warship off the coast of France. In addition to the Alabama, other British-built ships in the Confederacy Navy included the FloridaGeorgiaRappahannock, and Shenandoah. Together, they sank more than 150 Northern ships and impelled much of the U.S. Merchant Marine to adopt foreign registry. The damage to Northern shipping would have been even worse had not fervent protests from the U.S. Government persuaded British and French officials to seize additional ships intended for the Confederacy. Most famously, on September 3, 1863, the British Government impounded two ironclad, steam-driven "Laird rams" that Confederate agent James D. Bulloch had surreptitiously arranged to be built at a shipyard in Liverpool.
The United States demanded compensation from Britain for the damage wrought by the British-built, Southern-operated commerce raiders, based upon the argument that the British Government, by aiding the creation of a Confederate Navy, had inadequately followed its neutrality laws. The damages discussed were enormous. Charles Sumner, Chairman of the Senate Foreign Relations Committee, argued that British aid to the Confederacy had prolonged the Civil War by 2 years, and indirectly cost the United States hundreds of millions, or even billions of dollars (the figure Sumner suggested was $2.125 billion). Some Americans adopted this argument and suggested that Britain should offer Canada to the United States in compensation. Such proposals were not taken seriously by British statesmen, but they convey the passion with which some Americans viewed the issue.
After years of unsuccessful U.S. diplomatic initiatives, a Joint High Commission meeting in Washington, DC, during the early part of 1871 arrived at the basis for a settlement. The British Government expressed regret for its contribution to the success of Confederate commerce raiders. This agreement, dated May 8, 1871, and known as the Treaty of Washington, also established an arbitration commission to evaluate the merit of U.S. financial claims on Britain. In addition, the treaty addressed Anglo-American disputes over boundaries and fishing rights. The arbitration commission, which issued its decision in September 1872, rejected American claims for indirect damages but did order Britain to pay the United States $15.5 million as compensation for the Alabama claims."

"During the American Civil War, British shipbuilders were commissioned to build warships for the Confederacy. One of these ships—the CSS Alabama—was used to capture almost 60 Northern merchant vessels, and in total, the British-built Confederate ships sank around 150 Union ships. Outraged, the United States convinced Britain to confiscate any other ships intended for the South.
After the war was over, the United States argued that because Britain violated its declaration of neutrality by building the ships, the country should pay them reparations for the damage done by the Alabama and other British-built ships. The initial sum the United States suggested was 2 billion dollars—but they were willing to accept Canada as payment instead.
Not surprisingly, Britain didn’t agree to the United States’ demands, and years of diplomatic squabbling ensued. Finally, in 1871, as part of the Treaty of Washington, Britain apologized for their contribution to the damages done by the Confederate ships and set up an international commission to determine the validity of the United States’ monetary claims.

Over a year later, the commission decided that Britain was to pay 15.5 million dollars in damages. This outcome, as well as the other components of the Treaty of Washington, was notable for establishing a precedent of solving problems peacefully through international arbitration and for building an amicable relationship between Great Britain and the United States.

   THE DEATH OF A POLICEMAN

      It is a matter that is of important concern, the death of a
policeman in the US not just 200 years ago or today or tomorrow but
always, the police officers that have died for our country have died
protecting our countries rules of order. We are a great country today
because of that service, and in no small part because the rules from
the very beginning of our country were for the well being and the
logical development of man kind, Our founding fathers were not a group
that were writing law for the privileged alone in the country, nor for
the workers alone, nor for any isolated group. They were forming a
Constitution for a country that was, and is still made up of a huge
variable. There are people in America that are very creative as well
as people that are so poor and with out education or logic or ability
to be more than beggars, or common criminals. The system of justice in
America is coming to a point where it will be required to not only
protect the country from the criminal law breaker but to begin to
teach those law breakers in the jails and prisons how to function
within a society that is rapidly growing into an interesting
perceptive assembly. One of the most important arguments in favor of
such a task is the notion that human conscience is the nature of our
country and our planet that will make it into a group that will be
determining factors in our future and our existence as well as how
long our existence will be. If we take a convict or a poor
unimaginative individual, and punish them they are very likely when
they get out of jail, or prison if they run into their old friends or
pal to begin doing the same things they were in trouble for. If though
the prison and jail system teach these people that would be eligible
and willing to pay their way through prison or jail by working in the
prison or jail system and learning how to function in a society with
in our prisons or jails that is similar to our free society, out side
our prisons or jails,  how to have a checking account in prison or
jail, with money they earned at work in the system, how to see a
doctor and have insurance that they pay for and how to use a pharmacy;
not rob the pharmacy, or  use the local drug connection, how to pay
for their room or rooms and to learn how to relate with other people
in ways more like logical people, How to handle stress similar to the
stress they will encounter in a free society with out using violence,
This type of prison jail relationship will produce many people freed
from the prison system that would not kill a police officer or want to
use a fire arm to commit a lawless act. If the system records properly
and places within the record or a police profile of an individual that
is violent or capable of violent dangerous behavior if released from
jail or prison, it will further enhance the ability to create a safer
situation in relation to the prisons records and police knowledge in
the community. The system should make a “Possible Violent, EMERGENCY”
placement in that individuals record, his or her auto registration,
drivers license, rap sheet, and any where else that it may be of use
to help the police officers that may come in contact with that
individual when stress could cause danger or death to the officer or
others when confronted on the streets or in the prisons. If the system
is sensible about these people’s strengths and limitations in a great
many cases you get more than a person paying for their crimes (in cash
as well), you get people that will find it easer to stay out of jail
and away from the old problems, people that will be paying taxes and
becoming more like the portion of  mankind that will become a part of
our better side, not every individual that goes through the prison or
jail system will at first be involved in these kinds of programs but
the more of the criminal problems that resolve themselves legally and
correctly the more likely the American system is to have fewer police
deaths and problems. The world is just better off when man becomes
inclined to turn from punishment as a over used standard to a group
that are intent on becoming more correct. The idea that life is better
if we are able to encourage its mellifluous function is often true.
Punishment on the other hand does have a place in Corrections. For
example most of the life process has a distinct disadvantage if you
make mistakes in that life process. If it is a big or small mistake it
usually has an adverse effect and requires correcting or an
accumulative negative process begins. Many people do not correct these
mistakes in their life and way to often the accumulated stress leads
to the death of a policeman.
        It should also be considered that the people who have in the past and
yet do comprise our system of officers of the law since the formation
of the 13 colonies in America have because our rules were basically
good for mankind also been the type of people that were and are mostly
also good for mankind. That is not to say it is easy to suffer through
a life of confronting criminal behavior in others and not see it show
over time developing some side effects. It does and these things are
an important issue that we will be considering as a part of the death
of a police man. The stress of crime fighting is a component of the
criminal “Force” that is becoming much more professionally acute as a
danger to the police community. So the ability to for see danger and
create a better use of your mind in these situations is very
important. What I mean is when a policeman enters into his or her mind
a necessary command to act with complete control and legal
responsibility no matter how vicious, dangerous, exhausting, painful
or frightening an encounter with that criminal force becomes, that
police officer, if he or she has sensibly conditioned their mind to
function responsibly despite all other feelings, impulses, urges or
wishes involved, has a lot better chance of doing the right thing and
living through that type of danger. In many violent encounters there
are strong feelings demonstrated and you do not want to make the wrong
move or let those telepathic indications, feelings or mental
suggestions from a metaphysical force around you or the physical
person or group of individuals involved  at a crime sceen that may
also be showing some degree of stress that can leave you thinking
impractically get you angry or get you to  do the wrong  thing. That
kind of schizophrenia can be confusing and has killed a lot of good
policeman, and others. There will be many articles on the subject of
the death of a policeman over the next  year covered in POLICE

precarious points.

I would like to consider a matter that is of great importance to the
the law officers on duty in America today. It has to do with the
police death ratio in the US since POLICE SOFTWARE by David
first began.

Early in 2012 POLICE SOFTWARE by David became a publication.
The three years before that Police Software was a public forum and the
number of national deaths were below the three years previous.

During the first three years of the publication, 2014 to 2012, the
national death rate for on duty officers was reduced by about
110 deaths compared to the three years prior to 2012, the years
2011 to 2009. The years POLICE SOFTWARE had been working as
a public forum and public discussion.

In the three years before 2009 POLICE SOFTWARE had not been formed
and was not involved in an effort to substantially lower police deaths. The
number of deaths for the period from 2014 to 2012 in comparison to 2008
to 2006 was about 139 fewer officers killed in those three years. That is a
very positive rate of decline in the numbers for this kind of on duty
fatalities for law officers in the US. These numbers vary according to the
source, we used ODMP.

I have noticed the comparison in my work with the Washington DC
Corruption Investigations we are doing now. The crime groups and many
of the DC corruption element and activists that align them selves with the
killing of law officers in the US, as well as riots, mass shootings and officer
related shootings, school shootings, and other terrorist type shootings and
killings, become a component of that "Death Force" that is metaphysical or
voodoo related at work in these matters and they correlate or network in an
often unspoken alliance with the political killings for purposes of election
fraud or Anarchy or threat of world war. This powerful DC corruption also
connects with many other levels of Iinternational crime structures and their
activity around the world. A healthy law community is an important part of a
healthy planet and human group. I have worked with Justice for 6 years and
Nuclear Intelligence for 36 years, your health and safety is relative
to our health
and safety.

Police deaths are on the rise. They should not be, although because of the
urgency of the nuclear threat POLICE SOFTWARE's presence is not as loud
in Justice as it previously has been, it takes a full time evaluation to keep the
numbers down or we will continue to lose people in Justice at an unrealistic
rate. For example we have lost 12 officers this month, one third to heart attacks.
This can be stopped by the police community. Heart attackers are the highest
single killer of this year at 9 deaths, perhaps 10. Stopping them needs to be a
nation wide effort with doctor involvement and testing. Often these
older officers expertise is irreplaceable and moving them around in the department 
to a less stressful position can be wise. For their grand Children as well as
the department. This message should be sent to every department in the Justice Community, it will save lives now.

I am saying this publication has been doing a lot of good and saving a lot
of lives. We are not on the streets for the accidents or gun fights
but we are there with the chiefs and sheriffs and as many of you as we
are able to be, with safety, logic, good sense, and intelligence.
It has been a publication that is making a huge difference. And we can all
do better. We are all becoming more aware and perceptive. Most of the
Police Departments, Sheriffs Offices and other people we work with
have had very few on duty deaths in their groups, the record shows
well.

Last fall I had a significant amount of work to do with the election
and the consideration of the Armed Revolution in America. To stay that
revolution took a lot of time. If I would have had better funding I could
have spent more time with both Police Software and convincing the
Democratic Party voters to help reconsider that violent revolution.  As it
was I had to do the revolution. We were able to bring in a strong
Republican majority to congress though and the revolution, after the
election, began to take a back seat in America. Ferguson was a violent
stand to re establish that revolutionary posture and an attempt to call the
revolution, the White House stand for Civil Rights and not revolution at all.
An attempt to cover up a terrible level of crime and corruption.

We lost about fifty law officers during that last four months of 2014
because we were not able to publish what we would have had to through
Police Software to bring the matter into perspective and work
constantly at keeping that "Death Rage" under scrutiny. That takes
more money and more people, we need to do both.

I am going to say again after proving this publication is what I
knew it would be, I have to make some decisions. I have to up grade
this system and expand it. I also will have a lot of work for the next
two years to keep the Republican Party honest while the corruption
investigations work. Since we went to bat for Congress, like we did.

This year we will be dealing with the threat of nuclear war that looms now
larger than the revolution, since Russia, the sanctions, Ukraine and
corruption became a serious question. This is very crucial. You might like
